Government departments working in Whitehall could be forced to use carbon paper to make copies of documents if Britain ends up having energy blackouts this winter.
Civil servants have been stress-testing emergency plans in case the country is left without power for days on end.
It comes days after it was revealed that millions across the country could be asked to limit energy use this winter to head off blackouts by avoiding using gas and electricity at peak times.
Energy rationing may be required in homes, the , schools, care homes, shops, pubs and on the streets of Britain as energy prices continue to surge, prompting fears for the winter.
If energy blackouts were to occur, Whitehall could also be hit by extreme measures including using carbon paper to duplicate documents, like they did in the past, instead of photocopiers.

Carbon paper is a thin paper coated in carbon which can be used to make a second impression of a document that is being written or typed. It was invented in 1806 and was used frequently before the rise of photocopiers and email.
One official told the : ‘The idea is you’d have people running up and down Whitehall handing out carbon copies of documents to colleagues at other departments or agencies, to keep people in touch.
‘This is all about addressing concerns over how to keep the government communicating with each other in the event of a crisis.’

Officials insist that ‘the programme predates’ Russia’s invasion of Ukraine.
Spiralling gas bills, spurred on by the war, have caused a worsening cost-of-living crisis across the UK, as energy prices continue to soar.
The emergency-planning stress tests have been happening every four months as part of the Government’s risk planning strategy for ‘reasonable’ worst-case scenarios.

This includes cold weather and lower energy imports for Norway resulting in the UK having an electricity shortfall of up to a sixth of peak demand. If this were to occur, Civil Servants have warned without rationing there could be blackouts for days.
While the UK is not reliant on Russia for energy, the country has relatively low levels of gas storage.
The Government has said that Britain has one of the most reliable energy systems in the world and the likelihood of a total failure in power supplies is low and has not increased in recent times.

A Government spokesperson added: ‘This cross-government exercise started in early 2021 and ensures central government is able to effectively respond to a wide range of extreme scenarios, no matter how unlikely they may be.
‘The UK’s secure and diverse energy supplies will ensure households, businesses and industry can be confident they can get the electricity and gas they need.’
Last week, the energy regulator OfGem announced that energy bills would soar by 80 per cent to an average of £3,549 a month per household.
Millions of people across the UK will plummet into fuel poverty as a result of the price jump.
Experts told MailOnline yesterday that there would be ‘no escape’ for the 66 million people in the UK who will be encouraged to limit their use of gas and electricity this winter.
Kathryn Porter, from consultancy Watt-Logic, fears that the crisis will cost lives in the coming months and told MailOnline: ‘We should keep our fingers crossed for a warm and windy winter’.
Ms Porter that it is ‘very possible’ that the UK will see plans for energy rationing, despite the likely next Prime Minister, Liz Truss, ruling it out. But she added ‘it would be voluntary, asking people to make a small sacrifice to avoid blackouts’.

A few hours into The Last of Us Part 1 — the remake of hit the PS5 — protagonist Joel gives surrogate daughter Ellie a handgun to defend herself in their postapocalyptic odyssey across the US. It comes after she’s proved herself by covering Joel with a rifle as he kills a bunch of bandits.
“How ‘bout something a little more your size?” he says. “For emergencies only.”
“OK,” she responds.
This is one of countless moments I’d forgotten since my 2013 playthrough of this survival horror adventure’s original PS3 release, and likely something I breezed over at the time. After all, 14-year-old Ellie seems to know what she’s doing and tired Joel could use the backup.
The scene hits differently once you know the violence and death that’ll permeate Joel and Ellie’s story, both in this adventure and . Joel is acknowledging that Ellie can’t maintain her innocence in the horror show this world has become. It’s among the more subtle defining moments of their path.
Despite the joy of incredible scenes like this, it’s tough to justify The Last of Us Part 1 as when you have multiple cheaper ways to play it.
Remake or remaster?
I thought I had a crystal clear memory of The Last of Us. Developed by studio Naughty Dog, it’s among the PlayStation’s crown jewel exclusive series. How could the passage of time possibly rob me of one of gaming’s greatest experiences?
Turns out it did; I really only remembered the harrowing introduction and emotional roller coaster of an ending. I’d forgotten most of the characters you encounter (like sibling survivors Henry and Sam), several places Joel and Ellie venture (including Pittsburgh and a hydroelectric dam), and many of the ghoulish combat scenarios you have to overcome (like the intense boss battle in the high school gym). Playing through The Last of Us felt unexpectedly fresh.
This is the second updated version of the original Last of Us — landed a year after the PS3 original in 2014 — so it’s understandable to wonder if Part 1 is worth your time or money.
Naughty Dog has been rather than a remaster — frustratingly, the internet has taken to using these terms interchangeably — and it’s certainly a major step up from a visual standpoint. Plus, the wealth of opens the experience to a much wider audience (these could justify the price tag for some players).
But it isn’t a remake like the or the . The gameplay is the same and you shouldn’t expect any narrative surprises — unless you’ve forgotten as much as I had.
Still a masterpiece
The Last of Us takes place a few decades after turned much of the population into aggressive, cannibalistic mutants. (In-game news reports about millions dying, countries cutting off travel and failure to find a vaccine land differently now.)
This world’s survivors have three options: move into totalitarian military quarantine zones, find a place among an independent settlement of questionable safety or run with nomads that often do terrible things to stay alive.
window.CnetFunctions.logWithLabel(‘%c One Trust ‘, “IFrame loaded: iframe_youtube with class optanon-category-C0003”);
Joel and Ellie (played superbly by ) have nasty encounters with all three groups, as well as the many varieties of Infected. You often find yourself thrown into little gameplay sandboxes, where there are a bunch of enemies you have to dispatch (or sneak past, in some cases). It’s always tense, engaging and satisfying, even if the environments are less sprawling and ambitious than those in the second game.
The stealthy approach will see you sneaking around the area and choking, shivving or bow-and-arrowing your enemies — humans will often beg for their lives, which is consistently distressing. You can also take the guns blazing option, with an fun array of weaponry available to dispatch your foes. The best encounters are usually a mix of the two, so don’t go reloading your save if you make a mistake and get caught.
New skills are unlocked with collectable pills and screws are used to upgrade weapons, so your approach can evolve as you play through. The excellent prequel chapter , which reveals more of Ellie’s backstory, is also available here as a menu option separate from the main game (and best played after you’ve completed the main story).
It plays like a more grounded version of sister series Uncharted. I’ll confess that I mentally labeled The Last of Us as “GrimUncharted” after finishing the original, but that was reductive and immature. Older and wiser now, I appreciate this series’ realism.
For those who’ve played Part 2, the original might feel quite stripped back. With a roughly 15-hour running time, fewer intensely scary encounters with the Infected and more focused narrative, it doesn’t offer quite as much bang for your buck.
A dark odyssey
If you’ve managed to avoid spoilers for this series (particularly about the similarly incredible sequel), you are in for a treat here. The Last of Us stands among the best written, most mature games I’ve ever played, and the PS5 remake is unquestionably the best way to experience it.
Characters look as lifelike as anything I’ve seen on the console, environments are lush and it all runs extremely smoothly. I only encountered one or two minor graphical glitches as I played. The game’s use of the is subtle, but the resistance as I squeezed a gun’s trigger or readied my bow added a nice layer of immersion.
So The Last of Us Part 1 rules, but it’s also a full-price release of a game that’s available in multiple other forms and lacks the multiplayer mode seen in previous versions — likely because a standalone multiplayer game is coming.
You should consider the PS4 remaster (which is playable on PS5 and available at no extra cost on the $18 a month ) or even the PS3 original (this version isn’t playable on PS4 or PS5 though) are still easy to get. Non-gamers can also wait for next year.
One way or the other, I urge everyone to experience (or reexperience) The Last of Us in some form — Part 1 is also coming to PCs at some point. Some moments may fade with time, but you’ll be engaged for every harrowing minute of your playthrough, and it’ll make you feel like few other games can.

Which Labor Day sales are the best?
There are plenty of competing Labor Day sales and deciding which is best for you to shop will depend on what you’re hoping to buy.
Amazon, Best Buy and Walmart are generally good starting points if tech and smart home purchases are on your mind with stores like Lowe’s, Home Depot and Overstock being the places to begin your hunt for home and garden products.
Don’t rule out more niche retailers like B&H Photo, Dell, HP and GameStop, though, if their Labor Day promotions suit your needs. You can also shop direct at your favorite brands for Labor Day deals.
When do Labor Day sales begin?
Though Labor Day falls on Monday, Sept. 5, this year, there’s no official date that sales kick off. Given the Labor Day weekend is here, the vast majority of the sales are now live with most set to end early next week.
Should I wait for Black Friday sales?
Labor Day sales offer some of the best savings at this time of year, sitting nicely between Memorial Day sales and Black Friday. If you need something now, particularly furniture or yard equipment, Labor Day is a great time to buy, with end-of-summer pricing applying to a lot of those types of products.
Black Friday is the biggest sale of the year, though, and if you can afford to wait the extra couple of months you could potentially get more for your money. That being said, rumors abound of a second Prime Day sale or “” slated for October, which could kick off the holiday shopping season much earlier and may mean even less time between Labor Day and fall sales.
How do I make the most of Labor Day sales?
Before diving into Labor Day sales, the best thing to do is narrow down exactly what is on your shopping list this year. That way, you can identify the best retailers to start your search and avoid being distracted by the thousands of deals that will bombard you as you explore the many different Labor Day sales out there.
The CNET Deals team will keep you up to date on all of the best deals between now and Labor Day, so be sure to and sign up for the .

PRAGUE, Sept 3 (Reuters) – An estimated 70,000 people protested in Prague against the Czech government on Saturday, calling on the ruling coalition to do more to control soaring energy prices and voicing opposition to the European Union and NATO.
Organisers of the demonstration from a number of far-right and fringe political groups including the Communist party, said the central European nation should be neutral militarily and ensure direct contracts with gas suppliers, including Russia.
Police estimates put the number of protesters at around 70,000 by mid-afternoon.
“The aim of our demonstration is to demand change, mainly in solving the issue of energy prices, especially electricity and gas, which will destroy our economy this autumn,” event co-organizer Jiri Havel told iDNES.cz news website.
The protest at Wenceslas Square in the city centre was held a day after the government survived a no-confidence vote amid opposition claims of inaction against inflation and energy prices.
The vote showed how Europe’s energy crisis is fuelling political instability as soaring power prices stoke inflation, already at levels unseen in three decades.
Prime Minister Petr Fiala, who leads the centre-right, five-party coalition, told CTK news service on Saturday that the protesters did not have the country’s best interests at heart.
“The protest on Wenceslas Square was called by forces that are pro-Russian, are close to extreme positions and are against the interests of the Czech Republic,” he said.

Planet parade. Planet party. Planet-palooza. Whatever you want to call it, there will be a lovely lineup of planets visible across the early morning sky this week. Venus, Mars, Jupiter and Saturn are the stars of the show, but you might get lucky and spot Mercury, too.
The first prime viewing opportunity for this planet-fest was earlier this month, but we’re now reaching another excellent time. “All five naked-eye planets will line up in the dawn sky in June. Not only that, they’ll also be in their proper order from the sun,” Sky & Telescope in a statement May 31.
Venus through Saturn should be easy to see if the sky is clear. Mercury is the wild card. Sky & Telescope recommends using binoculars and finding a place with a clear view low toward the east. Just be sure to get out there before the sun rises, with 45 minutes ahead being a sweet spot. to find your local sunrise time.
The planet shindig is a limited-time affair. “Over the next few months, Saturn, Mars, Jupiter, and Venus will appear increasingly spread out across the morning sky — so much so that Venus and Saturn will make their exits as morning objects for most observers by September,” NASA in a June skywatching update. Mark your calendar for June 23, when NASA says the crescent moon will join the line dance. If you’re out at 45 minutes before sunrise, you should see it hanging out near Mars.
Sky & Telescope calls out the morning of June 24 as a good chance to see Mercury along with the other planets. Mercury, the closest planet to the sun in our solar system, should be brighter and easier to find at this time. If you get up super-early only one morning this month, then choose the 24th so you can catch both Mercury and the moon as they join the other planets to make a string of celestial gems.
Think of these planets like Pokemon and try to collect them all. Most of them should be easy to see, but Mercury is like Noibat, a rarer prize. Enjoy the show.

LIAM PAYNE
Earlier this year, Liam Payne was called out by fans for ‘putting on’ a ‘bizarre’ Irish-American twang after being interviewed live on the red carpet at the Elton John AIDS Foundation’s annual Academy Awards viewing party at West Hollywood Park
The exchange left viewers scratching their heads when he debuted a ‘valley’ twang – before admitting he hadn’t even been on US soil for two years
Earlier this year, Liam Payne was called out by fans for ‘putting on’ a ‘bizarre’ Irish-American twang after being interviewed live on the red carpet at the Elton John AIDS Foundation’s annual Academy Awards viewing party at West Hollywood Park.
The exchange left viewers scratching their heads when he debuted a ‘valley’ twang – before admitting he hadn’t even been on US soil for two years.
Viewers at home rushed to their keyboards to share their surprise at Liam’s twang, writing, ‘OMG what is this accent?
Sort it out Liam, cringe [laughing emoji].’
‘What’s with the accent and what was he actually saying? Rambling word salad,’ another said.
Back in April, Liam Payne finally spoke out about his ‘bizarre’ accent.
The singer, 28 admitted he had ‘a lot to drink’ on the night of his now-famous interview with Good Morning Britain, where he defended his pal Will, 53, for slapping Chris Rock.
He described himself as a ‘social chameleon’ and called his accent is ‘ever-changing’ depending on who he is around, before insisting he is normally ‘good at accents’.
Addressing his interview in an Instagram Live video, Liam joked: ‘I’m good at accents, I pride myself on them!
I just wish sometimes I could do my own.
‘No I mean, what can I say about that really? It was quite funny.’
He then said people only need to watch back his X Factor audition for proof of his ‘ever-changing’, where he claims you couldn’t even tell he was from Birmingham.
‘I didn’t know the Birmingham accent was going to become really cool because of Peaky Blinders, but I don’t sound like I’m from Birmingham really [in the audition],’ he said.
‘But when my mum’s here, you bl**dy bet I do!’
Liam called himself a ‘social chameleon’ because his accent changes depending on who he is with, saying his bizarre twang emerged because he was staying with people who had different accents.
He added: ‘That day – I’ll tell you the truth – I was staying in a house with two German people, three people from Texas, one person from Liverpool and me.
‘It sounded like one of those jokes people say where an Irishman and an Englishman walk into a pub!’
HARRY STYLES

Confused: Harry Styles fans were left baffled over his ‘mental accent’ following his latest interview with Zane Lowe
And Liam isn’t the only One Directioner whose accent has been questioned by fans.
Harry Styles left fans baffled over his changing accent following an interview earlier this year with Zane Lowe.
The Redditch-born singer, 28, joined the Apple Music presenter for a sit down interview ahead of the release of his highly-anticipated third studio album Harry’s House in May.
The Watermelon Sugar hitmaker appeared to have pulled a Liam Payne and developed a ‘new’ accent, leaving some fans devastated that his famous northern accent seems to be non existent.
Reacting to his new tone, one fan tweeted: ‘Harry Styles becomes another One Direction band member with a completely bizarre accent.’
Another wrote: ‘First Liam Payne with the mental accent and now Harry Styles, are they ok.
Wtf is this?’
And it wasn’t the first time that Harry’s accent had come into question – he left fans baffled after the BRIT Awards 2021 when he suddenly developed an ‘American accent’.
The former One Director star scooped up the Best British Single gong for his hit track Watermelon Sugar.
Yet during his acceptance speech, Harry, who grew up in Cheshire, left fans distracted with his accent as they claimed he suddenly sounded American.
PRINCE HARRY
Since moving to California last year with his wife Meghan Markle, Prince Harry’s accent has raised eyebrows on more than one occasion
In March 2021, a behaviour expert said the Duke of Sussex had adopted elements of an American accent, with a rising inflection and ‘blending of words’ during his explosive Oprah interview
Since moving to California last year with his wife Meghan Markle, Prince Harry’s accent has raised eyebrows on more than one occasion.
In March 2021, a behaviour expert said the Duke of Sussex had adopted elements of an American accent, with a rising inflection and ‘blending of words’ during his explosive Oprah interview.
Judi James said being in lockdown with Meghan Markle would have sped up his adoption of Californian English, as she also noted his ‘overkill gesticulation’ with his hands while speaking.
The change was also noted by social media users as they watched the bombshell Oprah Winfrey interview, with one writing, ‘Harry’s accent has gone to LA!’.
She said Prince Harry’s accent is likely to change more in the future.
‘I would have expected this accent change to have been more pronounced though, to be honest,’ she said.
‘Harry, like many of us, has a tendency to adapt to his surroundings by mirroring and it was a trait that his mother Diana was good at too.
‘It can help create rapport as long as it’s not too obvious [eg Tony Blair’s mockney accent] and Harry was seen dressing like James Corden and rapping and jumping about in an echo of his behaviour during that interview.’
And following an interview this year, a language expert said Prince Harry could be ‘modifying’ his British accent with flicks of US English in order to sound more approachable when speaking to Americans.

Millie said she ‘had to learn how to speak again’.
Speaking to Radio Times, she said: ‘For the last five years I’ve been playing an American character in Stranger Things and I found it really challenging being British in this, even though I am a Brit.
‘I had to learn how to speak again because I’m so used to speaking in an American accent.’

Gillian Anderson, 52 – who was born in Chicago before living between Puerto Rico, and Michigan during her childhood – has left fans confused about her accent on a number of occasions.
Last year, she baffled The Crown fans as she accepted an award for her role as former UK Prime Minister Margaret Thatcher in an ‘American’ accent at the 78th annual Golden Globes.
Viewers took to Twitter to express their confusion over her voice, with some claiming she recently used a British accent while promoting the Netflix hit.
One social media user said: ‘GILLIAN ANDERSON IS NOT BRITISH?!?!?!
WHAT?!?!?!?! GIVE HER ALL THE F*****G AWARDS! HER BRITISH ACCENT IS SO CONVINCING!! #GoldenGlobes.’ (sic)
‘If Gillian Anderson doesn’t accept her award in Margaret Thatcher’s voice, does it even count? #GoldenGlobes.
‘Definitely wondered which accent Gillian would use in her speech.
#GoldenGlobes.’
Gillian moved to the English capital shortly after her birth, before moving back to the US when she was 11.
The Sex Education actress has described herself as ‘bi-dialectal’ in the past, telling The Telegraph: ‘Part of me wishes I could control it, but I can’t.
I just slip into one or the other.
‘When I moved to the States I tried hard to cling on to my British accent because it made me different. Even on the phone my accent will change.’
LULU
Different: Lulu sparked some confusion among viewers of the Platinum Jubilee pageant coverage on Sunday (pictured in January 2022)
Scottish singer Lulu, 73, sparked some confusion among viewers of the Platinum Jubilee Pageant coverage earlier this year with her mixed-up accent.
She joined broadcaster Gyles Brandreth during the commentary of the parade where she appeared to speak with a slightly different accent.
Lulu spoke during the procession of the ‘decades buses’, which saw a bus representing each decade since the 1950s to the 2010s down the mall.
Speaking of the impact the Jubilee has had on the nation, Lulu said: ‘This feeling, the upliftment we have felt, the joy, the love.
‘We are all united because of our beautiful queen, our hardworking queen. That’s what everyone is feeling, you can feel it through the screen.’
Viewers quickly took to social media to react to Lulu’s accent, with one writing: ‘Lulu and her transatlantic accent’.
Another said: ‘As is traditional with these occasions, Lulu’s accent has changed between Scottish, American and English at least three times while I’ve been watching’.
LILY JAMES

Lily James, 32, from Esher in Surrey, earlier this year starred as Pamela Anderson in Disney+ series Pam & Tommy.
But speaking to Entertainment Tonight, she adopted an American twang as she spoke about the series.
In the hybrid accent, she said: ‘It’s always such a huge responsibility to play someone, a real person, particularly with Pam.’
Lily described Pamela as ‘an icon,’ adding: ‘I really love her, and I wanted to try and do her justice and try and capture her spirit and really explore what happened at that time and how she was treated and how things have changed, or not changed…’
However it was only then she noticed the change to her voice, saying: ‘God, I’m slipping into an American accent and I don’t know why!’

A royal expert has denied claims that is ‘effectively becoming Prince Regent’ amid ‘s health struggles.
The monarch, 96, has suffered from well-documented issues with mobility in recent times, requiring her to withdraw from some public appearances, and to use a walking stick.
As a result of his mother’s health, Prince Charles, 73, has taken on some of her responsibilities, including the state opening of Parliament in May.

However she did attend her Platinum Jubilee celebrations at the beginning of June, though she did not appear at all functions.
Last month, during its annual review, Buckingham Palace reduced or removed some of the official appointments the Queen fulfils.
This left Charles primed to step up and take on some of the more demanding duties, while others, such as the State Opening of Parliament, once thought a necessary constitutional convention, were removed.
The amendments marked the first time in at least a decade that the Palace’s annual report has edited or amended the Queen’s duties.
A palace source downplayed the significance, saying it was not a ‘drastic’ change, but a small post-Jubilee update.
The new version of the Queen’s role and duties will place an emphasis on the support expected to be provided on the wider Royal family, while moderating the specific duties the Monarch is expected to perform.
According to the Sovereign Grant report, signed off by Sir Michael Stevens, the Keeper of the Privy Purse, the Queen’s role still has two key elements: Head of State and Head of Nation.
The Queen ‘must fulfil’ specific duties in the ‘formal constitutional concept’ of her role as Head of State.
Buckingham Palace reduced and removed some of the duties which the Queen, 96, ‘must fulfil’ as Monarch in its annual review last month, leaving Prince Charles to take on the more demanding events
While the Queen has attended a number of public events in recent times, she has been beset with mobility issues, and has started using a walking stick (Pictured here attending the Queen’s Body Guard for Scotland Reddendo Parade in the gardens of the Palace of Holyroodhouse, Edinburgh in June)
These included the State Opening of Parliament, the appointment of the Prime Minister, and paying and receiving State Visits, previously laid out in a 13-point list.
These specific duties have been watered down with vaguer language that says the Queen’s role ‘encompasses a range of parliamentary and diplomatic duties’ and that she only ‘receives’ other visiting heads of state.
As Head of Nation, the Queen will only fulfil her duties ‘where appropriate or necessary’.
The specific duties have been swapped out for more generalised role of inspiring ‘unity and national identity’ and ‘continuity and stability’, recognising the ‘achievement and success’ of others and ensuring ‘support of service’ from volunteers to the emergency services and the military.
Of the six key events of the royal calendar previously listed, the State Opening has been removed, and four of the other five have been led by the Prince of Wales this year.
Cristin Coleman, the 38-year-old wife of former pitching ace Tim Lincecum, has died, the team announced.
Coleman, described as a beloved educator and principal at Washington Elementary School in Burlingame, California, died of breast cancer on June 27, but news of her death was not made public by the Giants until Thursday night.
<p class="mol-p.
Her parents Randy and Sue Coleman, said she was a ‘bundle of love, joy, quick wit and creative energy who was ‘the light of our lives, a beautiful human being who touched so many hearts’.
They added: ‘She had a keen intelligence and a kind, compassionate way – a “lightness of being” – that enabled her to navigate life gracefully, always looking for ways to help and support others.’

Her parents added that she faced cancer head-on and was grateful for the support she received from her family, friends and students.
They said: ‘During her illness, Cristin never expressed fear, anger, or self-pity, but she was deeply sad to be leaving all of us so soon and for causing us to grieve. And she was profoundly grateful for all your love and support – “Washington people have such big hearts.”‘
Her parents added: ‘Cristin told me she wasn’t afraid because she was leaving all her love to us, the lucky ones whose lives and hearts she touched.’
Lincecum retired in 2016 and has been notoriously reclusive since he stepped away from the baseball field.
He also recently lost his brother, Sean, 37, who died unexpectedly when Lincecum was in camp with the Rangers in 2018.

Lincecum was invited to this weekend’s reunion of the 2012 Giants team, but will not attend and has rarely been seen since walking away from the sport.
As a pitcher, he was a two-time Cy Young winner and a player loved by the fans after winning three World Series in San Francisco.
He is a four-time All-Star, from 2008 to 2011, and was also a three-time strikeout leader in the NL.
In the hours after Coleman’s death was announced, Twitter was awash with tributes to her.
One Giants fan wrote: ‘Our condolences to Timmy and their families. Cristin was a beloved educator and respected colleague. May her memory be a blessing.’
Another added: ‘I’m so sad to hear this. Praying for peace and comfort for Tim and his/her family.’
Former presidents and erstwhile rivals: Alassane Ouattara, left, and Laurent Gbagbo
President Alassane Ouattara last week lifted the shadow of a jail sentence over his erstwhile bitter rival Laurent Gbagbo, but the measure may only go a short way towards lowering Ivory Coast’s political temperature.
Gbagbo, who once fought a brief but bloody conflict with Ouattara for the presidency, came home last year after a battle at the International Criminal Court (ICC) in The Hague that ended in his acquittal on war-crimes charges.
Ouattara has since given him a friendly reception, alloting him the role of statesman to ease turbulence that flared during presidential elections in 2020 and claimed scores of lives.
Ouattara’s latest move has been to pardon Gbagbo for a 20-year term he received in absentia for the “looting” of the local branch of the Central Bank of the West African States during the 2010-11 crisis.
But, say analysts, this is only a partial concession for Gbagbo.
At 77, the veteran political fox and powerful left-wing orator is still widely believed to have eyes on a return to the presidency.
Jean Alabro, a political commentator based in Ivory Coast’s economic hub Abidjan, said Ouattara, 80, would have carefully “weighed” whether to pardon or amnesty Gbagbo.
A pardon under Ivory Coast law does not confer the same force as an amnesty: a person who has been convicted of a crime is barred from contesting the elections, due in 2025.
Without an amnesty, “Gbagbo will have constitutional problems being a candidate,” said Alabro.
Kone Katinan, spokesman of Gbagbo’s African Peoples’ Party (PPA-CI), said the pardon, “such as has been issued, is a step forward, but this is not what we expected. We want an amnesty.”
– ‘Dialogue’ –
The pardon was issued on Ivory Coast’s independence day, August 7.
It came with an announcement that Gbagbo’s bank accounts were being unfrozen and annuities from his decade as president were being paid in arrears — an amount worth hundreds of thousands of dollars.
Katinan said Gbagbo had “never” requested a pardon, adding however that Ivory Coast was engaged in a political dialogue “which should in the end culminate in an amnesty.”
The West African state remains deeply scarred by the 2010-11 conflict, which erupted after Gbagbo refused to concede electoral defeat to Ouattara.
Conflict: A mass burial of 100 victims of the fighting, in October 2011
Several thousand people were killed and the country was divided on north-south lines.
Memories of the bloodshed revived in 2020, when Ouattara bid for a third term in office — a plan that stoked violent protests that he was circumventing the constitution.
The “dialogue” brings together the government, political parties and civil society, with the aim of ensuring that local elections due next year and the 2025 presidential ballot unfold peacefully.
– Prisoners issue –
Another stumbling block in relations between Gbagbo and Ouattara is the demand by his supporters that “all civilian and political prisoners” held in connection with the conflict be freed.
About 30 people are still behind bars, including soldiers convicted for acting under the orders of Gbagbo, who has since been acquitted by the ICC.
Ivory Coast
Katinan said this issue was why Gbagbo snubbed an invitation to attend independence day celebrations in Yamoussoukro, the political capital.
“It would have been difficult for president Gbagbo to watch the parade by the national armed forces… when soldiers who served under his orders are still in prison,” the spokesman said.
Another notable absentee was former president Henri Konan Bedie, who at 88 still retains political clout.
He invoked “personal reasons” for not attending the parade.
